The Office of the Plenipotentiary works on the basis of Article 34(10) of the Act on Vocational and Social Rehabilitation and Employment of Persons with Disabilities. According to this provision: “The Plenipotentiary carries out his or her duties with the assistance of the Office of the Plenipotentiary, which constitutes a separate organizational unit within the office serving the minister responsible for social security.”
This means that the Office of the Plenipotentiary is part of the structure of the Ministry of Family, Labour and Social Policy. It functions on the basis of its own organizational regulations, which define the rules of its activity within the ministry. Currently, the Office employs over 60 staff members, of whom over 14% are people with disabilities.
The Office of the Government Plenipotentiary reports directly to the Government Plenipotentiary for Persons with Disabilities. Since December 11, 2025, Ms. Maja Ewa Nowak, a member of the Sejm (Polish Parliament) has served as Secretary of State and Government Plenipotentiary for Persons with Disabilities.
What does the Office of the Government Plenipotentiary for Persons with Disabilities (BON) do on a day-to-day basis?
BON (Office of the Government Plenipotentiary for Persons with Disabilities) handles matters concerning persons with disabilities. BON is divided into 6 departments, 2 separate positions, and 2 teams. Each of these units deals with different subjects, such as:
- providing answers and explanations regarding regulations on vocational rehabilitation and the employment of persons with disabilities,
- providing explanations on matters related to social rehabilitation in light of the Act on Vocational and Social Rehabilitation and the Employment of People with Disabilities and the Rights of People with Disabilities,
- conducting administrative proceedings,
- conducting inspections and training for provincial and county disability assessment teams,
- conducting administrative proceedings in matters concerning disability determinations and the degree of disability, as well as those related to the issuance of parking permits,
- implementing the Strategy for Persons with Disabilities and the Convention on the Rights of Persons with Disabilities,
- responding to citizens’ inquiries,
- administering programs funded by the Solidarity Fund.
