On January 1, 2025, the Office of the Government Plenipotentiary for Persons with Disabilities launched the project “Communication Center for Persons with Disabilities.” The project partners are the Polish Association of the Deaf, based in Warsaw, and the Polish Association for Persons with Intellectual Disabilities, based in Warsaw.
The aim of the project is to provide services related to the day-to-day communication of persons with disabilities, as referred to in the UN Convention on the Rights of Persons with Disabilities, who require support in communicating.
The project’s activities will specifically target individuals with hearing, speech, and visual impairments; intellectual disabilities; mental health issues; and autism spectrum disorders; those who use PJM, SKOGN, and those who use speech-to-text transcription, augmentative and alternative communication (AAC), and ETR.
The project calls for the establishment of the Communication Center’s headquarters in Warsaw. In addition, 16 regional Communication Centers will be set up. These will serve as direct points of contact for project beneficiaries to interact with translators and staff in order to access the services offered.
The project’s other objectives include:
- Developing standards and procedures for the Communication Center regarding the provision of communication and information services to individuals who communicate using speech-to-text transcription, PJM, SKOGN, or Braille.
- Creating and expanding the functionality of applications that enable the delivery of remote services.
- Training for PJM interpreters and SKOGN guide-interpreters.
- Creating an educational platform to support the competencies of PJM interpreters, SKOGN guide-interpreters, and AAC and ETR specialists.
- Creating an AI model that translates Polish into PJM, and consequently a virtual PJM interpreter.
